What is the perfect bolt action to start with for conversion to 300 Whisper?

I prefer something petite such as a Swedish Mauser model 38. Are there any small slim controlled feed actions out there that might not require too much work to convert to the 300 with scope?

As the great state of Michigan is my place of residence, suppressors are out of the question. I know, I asked my hunting buddies the County Prosecutor, State Police Investigator and Sheriff. They told me if I can figure how to get a permit for a can or a fully shrouded rifle barrel out of Lansing I should tell them!

With the above as background, do you think very long barrels, in the range of 30 - 32 inches, might quiet down a subsonic 300 with 250 grain projectiles? I cannot believe how quiet my CZ 452 with its 24" bbl. shooting PMC Moderators is (it is quieter than a fully shrouded FX Cyclone airgun I own) and I was wondering if this might translate to centerfire as well.
