Quarterbore... I think the point being made was this... if you solder a US made muzzle device onto an imported barrel... it no longer counts as a US part... because it is now actually the barrel... and the barrel is imported. You have merely modified an imported part.
maybe I am reading the intent of the post wrong.... but it is a valid point.
