Just to add a little bit from my own research.
If you make it and ive in the USA then its a US made part.
If you modify an imported part, its still an imported part.
There is some disbute as to permenantly attaching the muzzle device to the barrel. Some argue that this 'create' a single imported part. I would write to the BATFE and get something back in writing from them before I counted that way.

I am one of those that feel strongly that if you permently attach a muzzle attachment to the barrel it is no longer a muzzle attachment but part of the barrel. So, because I used 1200-degree solver solder to attach my AMD-65 break to the barrel WITH a short barrel extension I was able to use my imported AMD-65 muzzle break.

Now, I wouldn't want to silver solder a slant break on myself as there are US made versions now (GlobalTrades.com) but it is an option IMHO but as indicated above I have lots of people that want to disagree with me on that... Personally, if silver solder is good enough that I don't have SBR problems then the barrel must be longer and "muzzle attachment" would refer to something that can be attached or removed and there is no such removal after it is permently attached.

Just my honest oppinions but I would argue that one in court if the BATFE wanted a fight over something so stupid...

Quarterbore... I think the point being made was this... if you solder a US made muzzle device onto an imported barrel... it no longer counts as a US part... because it is now actually the barrel... and the barrel is imported. You have merely modified an imported part.
maybe I am reading the intent of the post wrong.... but it is a valid point.

If I weld two imported parts together is it now one imported part?

Correct in my OPPINION... The muzzle attachment is now part of the imported barrel...

As I said above, yes, this is my OPPINION!

If this was not the case and you use the AMD-65 as an example, the muzzle attachment that we silver solder, weld, or blind pin on the barrel has to be part of teh barrel or you would only have a 12.5-inch barrel and it would be a Short barreled Rifle. By using these methods the muzzle attachment is part of the barrel and you no longer have a SBR...

Yes, the barrel is still an imported part as otherwise I could just slap a spot of weld on any parts and declare it was made in the US. In this case you are simply making one part part of another...

I am starting to get the hang of all this a little . I am not trying to low dollar this project . I have been a metalworker of some kind for about 50 yrs now so I can really do some things with metal .
I am going to make some floorplates cause that is simple and they will be made in the US .
That is cheaper than getting a new piston and I think the milspec is some how better , especially with the Siberia option that was in force at the time my Romy was made .
I am getting the necessary parts from AA-OK and my receiver is coming from OOW . Tantal is selling me a mount to fit my Red Dot on . (gotta make a rail)
So as soon as all that stuff gets here I will put this little sucker together .
I am going to get slick with double taps at 50 yds and next year Bambi watch out
