I thought there were two issues with the 700,
I've heard reports of extraction being and issue with the (relatively) long bolt travel in the short action for the very short whisper case. Like wise, I had one guy tell me feeding hasn't been very reliable for him, but who knows how he was loading the bullets.
Also, the 700 is fairly heavy and large. That's not a con really, just a note. That action is set up to handle MUCH larger cartridges and pressures.
I'm about two seconds from making a post on the CZ-527 as a bolt host (1898 Mauser scaled down).
edit: I should note I have a 700 in 308 and love it. I would also consider the Rem Model Seven (improved and scaled down 700) for a whisper gun. But, like was mentioned the aftermarket isn't entirely there yet. They are a tad spendy when not in mossy oak.
