I've had no problems seating into the lands. However, being a few thousandths off the lands gives you better safety regarding pressure because static friction is higher than dynamic friction.

The primer will get the bullet moving before the powder is at full burn. However, compared to the chemical reaction that starts when the primer lights up, the movement of the bullet is at a snail's pace.

The bottom line is you need to see what works for you in your rifle with all the usual safety cautions, etc.

Once you have something that works well for you, make a reference cartridge with no powder or primer so that you can calibrate a mic to it.

This is my practice for all rifle calibers.
