Yup, they are the same round.
Mr. Jones from SSK copy wrote the name "300whisper" so in order to use that name on a set of dies, barrel or shells you need his permission, or more to the point, he needs your money. That's why most of us call it a 221 fireball 221x30 ect.
The best results from what I can tell come from using .223 cases rather than the .221. It's always easier to neck down a little than to neck up a lot.
