practicality of 25-.06 as short to mid range cartridge

I have a jones for a quarter bore, but my question(s) is this: would a 25-.06 loaded close to max with 120-grainers be too much gun for white tail inside 100 - 125 yards? Would there be quite a bit of bloodshot meat?

Also, would I need to use Partitions or similar to insure complete penetration?

Thanks in advance
