Belt Tensioning

Have just rebuilt a 12x36" Atlas/Craftsman lathe. Am having trouble with the belt tensioning. underneath drive assy engagement drive belt will slip (as I think it should) and will start the chuck when I engage the lever. However, once started, it will not disengage the belt when I move the lever to the disengaged position.

I'm a novice, so here's a novice question - the intent of the lever is to be able to stop the chuck to change gears without turning the motor off to stop the chuck - right?
