This reply is only my opinion based upon what I've read, Don't take it as legal:
No stamp or registration is needed. You can sell one built on a %100 reciever as is. Selling one on a homebuilt reciever requires your name, location, caliber and a serial number stamped on the reciever. In both cases you are selling a rifle that you built and there may be liabilty if for some reason it blows up in someone's face.
You need a license to build rifles to sell and a license to build recievers to sell.
It is legal to sell a homebuilt rifle sometime down the road, but there is no line that separates selling one or two and building them for the purpose of making a profit. It's a risk I'd rather not take.
