I am know the the 300 Whisper has been used for years in handgun metallic silhouette. But it looks like it would have some trouble in rifle silhouette.

Effective range implies your trying to transfer enough energy to do a job - what are you trying to do? punch a hole in paper, heck how much scope adjustment you got and how windy is it?
Kill an animal of reasonable size, I'd limit my shots to under 100 yards. Small game 200 yards but make sure of a good backstop as that bullets not going to expand.
