The pulley should not have that much travel.A collar or something should hold it in place.As to lube the head stock bearings usually have some type of oil lube.
One lathe has a sight glass showing level or there should be a fitting for adding oil.Grease is too heavy for the headstock.You can use a synthetic oil for the lightweight needs.
