Yes, I can vouch for the 25-223AR; From a 24 inch barrel, the 25-223Ar will run pretty darn near head-to-head with a 250-3000 Savage. The SAAMI spec for the 250-3000 Savage is 45000 c.u.p. and the 5.56/223Rem is spec'ed at 52000 c.u.p., which makes up the difference in case volumes.
