You have gone to a great deal of trouble to arrange for a 300/221 and due to its nature excels using a 1:8 twist. Since you are using a bolt gun you can load the lightest bullet available to subsonic velocity and it may stabilize but since I don't have a bolt action in 300/221 I have never experimented to find out.
