My 300w was originally a 223 tikka M595 MS and it came with a 308 type extractor so it was doing the same thing--pull and let go before eject. Basically there was too much gap from the bolt face to the extractor hook.
I actually ended up making my own extractor but someone else with the same problem had his local shop order the correct one and it worked fine.
Does this 700 work with 223 brass? I'm not sure if 700s come with the same extractor for all the calibers or not. I doubt it.
