This one is more complicated but any competent smith should be able to fit it.

I'd start by 1st making sure that extractor is clean and sharp so that it gets a good grip on the brass. There are many that are dirty and are the blame for poor extraction. Use a pick to get under the extractor to remove any debris/dirt/brass. You might be done right here.

Once clean if it still won't extract and remove the chambered brass, a weld can be applied then machined into making the extractor larger.

If you weaken the ejector spring like you suggested you might have brass hanging up half way out the action and fail to clear the bolt for the next round. (not suggested)
