Hey I have a Ruger #1V in .223 boltface. That is not used all that much anymore by me as I have a couple more other Varm. .223 shooters that I shoot much more.
ANYBODY out there done a 30-221 using this as a platform ?
I already have a Rem. build as 30-221 but the ( Short ) layout of the Ruger #1V as it is a Falling Block Action and 'Not' having a conventional Receiver. Would make a Nice short compact little shooter .

I haven't converted a Ruger #1. My only #1 is in 220 Swift. One problem in converting them is the extra work to take care of the extractor on the new barrel. Most smiths charge an extra $50 or so for that. That's not a show stopper.
Would it be suppressed? if so how would you handle the front stock? If it's not suppressed how would you handle the front stock?
Other than that I don't see any difficulties. I think Pac-Nor could make the complete barrel and fit it to your action.

Don't understand , (suppressed & Handle the front stock) ?
Don't know how a suppressor off the muzzle will/could/would affect front/forearm stock ?
Front stock/forearm, rides hangs-off the Tang and cocking spring mechanism. I got the barrel all free-floated clean right now. As long as I did not go any bigger than the factory cut barrel profile that I already got then everything would be GTG ? .

You said you wanted to keep it compact so I was picturing an integral or reflex suppressor. Certainly you could use a factory contour barrel if you don't mind the length.
