 I am considering purchasing a 300/221 in 1 in 8 for poking holes in paper at 100 to 200 yards at sub sonic velocities. I hear that the recoil is very moderate in an Encore, and the accuracy is outstanding. Any better cartridge for accuracy AND mild recoil out of a TC?

Thar really depends on what you want it for... Are you looking for a carbine or a pistol?
From your post it does not sound like you plan to hunt with this, is that correct?
My father has a 222 barrel for his T/C Contender and it has been a lot of years since I have shot it but I recall it has an 11-inch barrel. This is a really fun little barrel and it has the supersonic crack but really no recoil and we have cleanly shot groundhogs out to 200-yards with it.
I am always reluctant to share my own searches but I am curently looking for a 14-inch stailess T/C Contender barrel in 223 for myself. I like 223 a little better as I have a safe full of other guns that use the round and I can get 223 ammo anywhere.
The 300 Whisper is a fun round but unless you pln to reload buying 300 Whisper ammo can get quite expensive. My T/C Contender has a 11-inch barrel and it has very little recoil or blast but it certainly has more then a 222 or 223 barrel of the same size.
Good luck with your decision as I don't want to turn you off to the 300 Whisper but for plinking alone I would really suggest something in the 222 or 223 would be a lot of fun without the cost (again if you don't reload).
If you reload, the 300 Whisper is way too much fun not to have!

Quarterbore,
I am interested in shooting a 15" contender (or maybe my encore, the contender has a sweeeet trigger) in probably a 1 in 8 twist with subsonic loads. I understand that the whisper has mild recoil at subsonic, about 4 to 4 lbs recoil, and only moderate report. I am also looking at a .223 rem. Lots of bullets in .224, same recoil, cheaper, but I believe from your comments that wind will have a greater affect on the supersonic, lighter bullets.
I really appreciate your thoughts.

Quarterbore,
I definitely reload. I have neck turners, flash hole deburrers, wilson dies and arbor press in several calibers, etc. The 300 Whisper, like you said, does look like fun, I forgot to ask about comparative bore life between a 300 (subsonic)and a 223.
Last, this guy sells awesome custom barrels with excellent, accurate chambers in a wide selection of choices. Chrome moly same price as production TC barrels from midway, but full custom in every way (polished, .0003 bore diameter tolerance, stress relieved, etc).
Hope this helps.
